Vassilios Skouris - Biography#


Born 1948 in Thessaloniki (Greece), where he completed his primary and secondary education. He studied law at the Free University, Berlin (1965-70) and completed a post-graduate course at the University of Hamburg (1970-72). In 1973 he obtained the degree of Doctor of Law, and in 1978 he was made Assistant Professor of Constitutional and Administrative Law by the Faculty of Law of the University of Hamburg.

  • Professor of Public Law, Faculty of Law, Dimokriteio University of Thrace (1977-80) and Bielefeld University (Germany) (1980-82). Since 1982: Professor, Faculty of Law, Aristoteleio University of Thessaloniki.
  • Minister for Internal Affairs, responsible for organising the parliamentary elections held on 5 November 1989 and 22 September 1996.
  • President of the Greek Association for European Law (1992-94)
  • Member of the Higher Selection Board for Greek Civil Servants (ASEP) (1994-96)
  • Director of Research (1985-90), Secretary (1990-97) and, since September 1997, Director of the Centre for International and European Economic Law, Thessaloniki
  • Member of the Academic Council of the Academy of European Law, Trier (since 1995)
  • Member of the Scientific Committee of the Ministry of Foreign Affairs (1997-99)
  • He represented the Hellenic Republic in important cases before the Court of Justice of the European Communities
  • Judge at the Court of Justice of the European Communities (since 1999)
  • President of the Court of Justice of the European Communities (since 7 October 2003)
