Director of CIPES - the Center for Research in Higher Education Policies and Full Professor in Economics - Faculty of Economics - University of Porto. He has served as an adviser on Higher Education and Science to the President of Portugal since April 2016. He was Vice-Rector for Academic Affairs at the University of Porto (2014-2018) and was also a member of Portugal’s National Council of Education (2014-2018). He has also served on the evaluation panels for the European University Association (EUA) and the European Association for Quality Assurance in Higher Education (ENQA).\\

He is a member of the Editorial Board of the following journals: Higher Education, the European Journal of Higher Education, Higher Education Policy, and the Journal of Research in Higher Education. He is also a member of the Board of Governors and Secretary General of the Consortium of Higher Education Researchers (CHER), a Research Fellow at the Institute for the Study of Labor (IZA), an Associate Researcher of the Program for Research on Private Higher Education (PROPHE), and a member of the Scientific Committees of the Réseau d'Etudes sur l'Enseignement Supérieur (RESUP) and of the European Network of Higher Education Doctoral Students (EUREDOCS).\\

Professor Teixeira has published widely on a broad range of topics in the economics and policy of higher education and the history of economics. He was the Editor-in-Chief of The International Encyclopaedia of Higher Education (Springer, 2020) and he has also edited several volumes on those areas. His research has been published in many scientific journals in Economics, Management, Education, and Public Policy, notably: Applied Economics, Applied Economic Letters, Cambridge Journal of Economics; Cambridge Journal of Regions, Economy and Society; European Journal of Education; European Journal of Higher Education; European Journal of History of Economic Thought; European Journal of Operational Research; Higher Education; Higher Education Policy; Higher Education Quarterly; History of Political Economy, History of Economic Ideas, Journal of the European Higher Education Area; Journal of Economic Methodology; Journal of Economic Issues; Minerva; Public Administration Review; Research Policy; and Studies in Higher Education.\\ \\
