This paper is the 4th Most Cited Article in the reputed journal Neural Networks (2009-2014). Here, Gabbouj and his co-authors introduce pioneering work on optimally evolving artificial neural networks, such as multi-layer perceptron, using their novel evolutionary optimization algorithm based on particle swarms. \\

Lin Yin, Ruikang Yang, Moncef Gabbouj, and Yrjö Neuvo, "Weighted Median Filters: A Tutorial," IEEE Transactions on Circuits and Systems II: Analog and Digital Signal Processing, Vol. 43, No. 3, pp. 157-192, March 1996. (572 citations)\\
The paper proposes novel optimization and design methods, which are based on Gabbouj’s discovery of the first optimization design technique for this important class of nonlinear filters, and traces the main developments of weighted median filters in the literature. Gabbouj published a sequence of pioneering research papers on weighted median and stack filters. Thus, the tutorial paper by him and his colleagues has a far-reaching impact with a large citation number. This technology has led to a wide spread development and use of nonlinear filters in many consumer electronics, such as TV sets, video camcorders and mobile devices.\\

In addition to the optimization tool, a novel image structural approach for nonlinear filter design is proposed in this paper. The approach allows image details to impose structural constraints on the optimal filter in order to find the optimal trade-off between noise filtering and detail preservation.\\

Gabbouj and his team recognized the importance of error concealment at the early stage of the standardization and proposed a novel solution in the above paper at the time when the current standard H.264/AVC was called H.26L. His other more recent contributions to video error concealment can be found in the full list of publications.\\

The idea in the first discovery presented above is applied here to weighted median filters, opening the doors for a wider spread use of such filters in many applications. \\
